RMS means Root Mean Square (value), as defined in 3GPP TR 21.905. For averaged EVM, TS 38.115-2 gives this calculation: "Sum the squares, divide the sum by the number of EVM relevant locations, square-root the quotient (RMS)." TS 45.005 applies RMS to a 90% TOA error requirement for the LMU under stated configuration and propagation conditions. TS 26.444 says its RMS method derives from decoder conformance used in ISO/IEC 14496-26.
